
The National Council of Public-Private Partnerships (CNAPP) has introduced a private initiative, outlined in Resolution No. 01-2022, to implement the National Vehicle Technical Inspection Program. This initiative aims to ensure that vehicles circulating in the country do so in proper conditions.
The proposal, submitted to the General Directorate of Public-Private Partnerships (DGAPP) by Consorcio Inteve, a private entity represented in the country by the commercial society Castillo Holding Company, aligns with Law No. 63-17 on Mobility, Land Transport, Traffic Routes, and Safety, complying with national recommendations from the National Institute of Land Transport and Traffic (Intrant).
Sigmund Freund, CEO of DGAPP, emphasized the significance of this project for the country as it will regulate vehicle driving conditions, compelling owners to maintain them optimally for road safety.
“The traffic law establishes that the state must establish an inspection system to control the condition of vehicles circulating on public roads and reduce traffic accidents caused by poor tire conditions, insufficient brakes, etc. Once again, this initiative aims to reduce carbon emissions and promote the renewal of the vehicle fleet to enhance transport efficiency,” explained Freund.
He highlighted that “all vehicles must be inspected, starting with those owned by the state, to convey a message of confidence and safety.”
In implementing this initiative, a network of specific facilities is expected to be established for private and centralized vehicle technical inspections, based on geographical divisions determined by data from the National Registry of Motor Vehicles of the Dominican Republic.
According to this declaration of public interest, DGAPP must coordinate with stakeholders to prepare all necessary documents for the specifications, contract project, and competition.
